Special Projects

The City Manager's Office completes several administrative projects during the program year. Current special projects are as follows:

AB 1600 Nexus Study

State law requires that local jurisdictions that collect development impact fees on new development and major redevelopment projects justify the level of the fee they collect and describe how the fees will be used. This justification or "nexus" analysis must be updated or reviewed every 5 years.

When the city incorporated in 1997, it adopted Sacramento County's development impact fee schedule as an initial measure, and is now looking to update the fee nexuses to reflect specific city needs, as identified in its 5-year Capital Improvement Program.

This fee schedule update will include a public participation component, with outreach to various constituency groups, such as the Building Industry Association and the local Chamber of Commerce.

Emergency Operations Plan

The city has retained a consultant to work with key staff to develop an Emergency Operations Plan. The plan will formalize staff functions and protocols for responding to disasters that may occur in the city. As Citrus Heights is not a full-service city (many municipal or "local" services such as fire, water, or gas are provided by other agencies), the plan will also provide contact information to coordinate with outside agencies. Other project elements include developing a training program for the Standard Emergency Management System (SEMS) for new staff members, as well as joining the local operational area.

5-Year Capital Improvement Program (CIP)

Each year, the city updates its 5-year Capital Improvement Plan as a planning tool to prioritize and implement its short- and long-term program of transportation, drainage, facilities, grant-funding, information technology, and general purpose capital and maintenance projects. The CIP is updated during the winter and spring of each calendar year as a precursor to the development of the city's annual operating budget. As part of the CIP development process, the city's major capital and maintenance funds, including Measure A, gas tax, General Capital Improvement, and transit-related funds, are programmed. Sacramento Mayors' & Board Chair Forum Support

The City Manager's Office is responsible for administering the staffing contract for the Sacramento Mayors' and Board Chair Forum since its inception in 2000. The forum is a collaborative comprised of the cities of Citrus Heights, Elk Grove, Folsom, Galt, Isleton, Rancho Cordova, Sacramento, and the County of Sacramento. It was created in response to the changed political geography (incorporations of Citrus Heights, Elk Grove, and Rancho Cordova) in Sacramento County. The collaborative's objectives are to:

  1. Develop consensus among all of the counties' cities and the county government on issues such as representation on boards and commissions
  2. Create a comprehensive approach to dealing with spheres of influence, annexations, incorporations, and revenue sharing
  3. Share information and develop consensus on countywide issues
